His priority focus is on public, civil and labour law. He specialises in healthcare, pharmaceutical, and social and assistance services law.
He has been an administrative and healthcare law adjunct professor for Link Campus University (part of the University of Catania) since 2014.
He graduated from Classics highschool in 1984, and in law from the University of Catania in 1989.
He was accepted to the Bar for the district of Catania in 1994, and is licensed to practice law before the Higher Courts since 2006.

Between 2011 and 2012 he helped establish an online database of healthcare and social services law, based on the alphabetisation of laws on an EU, national, and regional scale.
From 2009 to 2013 he was a delegate on several regional panels, representing a number of non-profit organizations, social cooperatives and social and health associations, in the planning and organization of public hospital network medical services, specialized assistance, outpatient services, and home medical care.
Since 2013 he has been registered as a journalist in Sicily.
He is responsible for the Healthcare Watchdog for the law journal NORMA DBI.
Since 2013 he has been the director of NORMA HEALTH, an online healthcare law journal/magazine/database.
